CONCORD NAVAL WEAPONS STATION NEWS
The proposed 13,000 new homes in the CNWS would be the largest single
development in Alameda and Contra Costa County. Two opportunities for public
input have been announced: the DRAFT EIR for CONCORD 2030 GENERAL PLAN and the
CONCORD REUSE PROJECT UPDATE
Concord's website states that "The Reuse Plan will fall within the framework
for
land use established by the General Plan, but ultimately will be prepared based
on community input and analysis of the highest and best uses for the base."
I
have asked the City for clarification on why the public review period for the
General Plan DEIR ends before the "Reuse Project" begins - I'll pass
that
information along when I get it.
* CONCORD REUSE PROJECT UPDATE

On Jan 18, Concord Mayor Susan Bonilla hosted a forum to update service
providers [such as water and electric utilities] about the planning process
for
the redevelopment of the weapons station. They are calling it the "Concord
Reuse Project." See the City's website for more info:

has
been designated as the Local Reuse Authority, or LRA, and has received a grant
from the Department of Defense to hire a consultant to conduct Phase I of the
project.
--Phase I, from March to June of this year, will consist of community outreach
through polling, focus groups and interviews to assess community needs.
--Phase II, a land use planning process with input from a Community Advisory
Committee and a Technical Advisory Committee, is expected to take 3-4 years.
--Phase III will involve environmental review of the draft plan and revisions
to
produce a final plan, which will include an implementation strategy, zoning
and
development agreement(s).
Environmental cleanup planning will be ongoing during the land use planning
process. The Navy is preparing an Environmental Condition of Property report
that is expected to ready within a month.
